Ratapuisto is a site-specific, long-term development strategy for the transformation of a railway-adjacent area in Oulainen. Structured as a phased framework, the proposal enables gradual implementation while maintaining a coherent and resilient urban vision. The project strengthens the local urban fabric by building on Oulainen’s strategic position — close to Oulu and connected by rail. Rather than concentrating growth solely in larger cities, the plan supports regional vitality by creating an attractive, well-connected alternative for living, working and community life.
At its core, the framework responds to demographic change. The neighbourhood is designed to support multigenerational living and long-term adaptability — addressing aging populations, evolving household structures and shifting residential patterns. A diverse mix of housing typologies — row houses, semi-detached homes, community living models, minihouses and low-rise apartment buildings — allows residents to remain within the area throughout different life stages.
Public space forms the foundation of the strategy. A central square, cultural functions and green corridors establish identity and social interaction from the earliest phases of development. Mixed-use elements — including hospitality and small-scale commercial activity — reinforce local entrepreneurship and year-round vitality.
Ratapuisto functions as a structured roadmap for sustainable growth. The phased strategy allows the city to develop the area step by step, aligning investment, demand and long-term social resilience within a unified spatial framework — offering a compelling alternative to urban centralisation while strengthening the identity and attractiveness of the region.
